Position: Finance Officer

Locations: Maiduguri

Job Purpose

The Finance Officer is responsible for ensuring compliance with general donor regulations, grant specific requirements and BOWDI policies and procedures Additionally, this position will ensure the day-to-day financial and administrative activities and will support the Finance Manager on one program or program site including human resources administration, finance administrative activities and reporting.

Accounting and Finance Management:
  • Accounting and Finance Support to Grant/Contracts
  • Coordinate with the team to ensure timely financial and progress reporting is completed and submitted by sub-grantees, reviewed and approved on timely manner and file the reports in sub-grant management file.
  • Assist program staff with day-to-day accounting operations and financial support in accordance with donor internal policies and procedures
  • Ensure required preapprovals are secured in advance of incurring an expense
  • Assist in solving Test of Transaction (TOT) issues and send them to Auditor.
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments
  • Prepare ad hoc logistics and financial reporting to aid in tracking and reconciliation of transactions
  • Maintain accurate financial transactions and grant/contract records
  • Assist program staff and finance department in meeting donor/client and internal reporting requirements
  • Prepare timely and accurate financial reports for submission to donor on or before the deadlines
  • Prepare timely and accurate monthly Pipeline.
  • Prepare Cash request projection to Head office
  • Maintain frequent communication with Program Staff, to ensure finance activities and objectives are communicated clearly.
  • Work with program and logistics staff to ensure the coordination of programs is within budgeted targets.
  • Interface with service providers on service delivery, invoicing and processing of payments
  • Ensure compliance with internal and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation, and implementation

Position: Project Officer

Locations:Nganzai and Magumeri

Job Purpose

The Project Officer is responsible to support the Project Manager in implementing the Nutrition and Food Security project of BOWDI. The project officer is based in Magumeri and Nganzai where daily activities will be conducted.

Dimension of Roles
  • Develop and maintain strong understanding of the situation in each target community;
  • Be BOWDI's first contact point for each community, including for any complaints or concerns raised by community and acting as liaison between communities and technical project staff;
  • Support project manager to ensure that vulnerable groups within the communities are represented and heard;
  • Liaising with key community stakeholders;
  • Contribute in field research, needs assessments, evaluations etc, from time to time, as directed;
  • Supervise Project Assistants. Develop weekly and monthly work plans with the team. Track the team’s ability to deliver on the plan and report back to the team each week.
  • Assist in Project Manager with field activities including registration and selection of beneficiaries; conduct of community entry meetings and education of beneficiaries and local leaders about project processes;
  • In collaboration with Project Assistants, support cash assistance in line with the Manual of Operations and other guidelines set by BOWDI and ensure that the distribution is transparent.
  • Coordinate closely with the Monitoring and Evaluation Team ensure smooth access to beneficiaries and vendors and cooperate with all monitoring systems and recommendation.
  • When assigned, represent the organization and the program in relevant forums.
  • Document lessons learned and human-interest stories of the project and ensure that they are uploaded in BOWDI Manager
  • Prepare work plans and reports (i.e., weekly plans, weekly reports, other field reports)
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to BOWDI and to not jeopardize its humanitarian mission.
  • Other duties as assigned.
Supervisory experience.
  • Fluency in English, Hausa and Kanuri plus any other local languages in northeast Nigeria an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally.
  • Able to communicate effectively at all levels within the organisation, including relevant staff working for BOWDI.
  • Computer literate especially micro soft work, excel database and power point. Knowledge of other software an advantage.
  • Willingness and ability to take initiative not only in identifying problems but also in suggesting and implementing solutions.
  • Willingness to stay and work in remote areas as required.

Position: Project Security Assistant

Locations:Nganzai and Magumeri

Job Purpose

The Project Security Assistant will support the Project Security Coordinator and assist in ensuring the safety and security of staff and property at project location.

Dimensions of Role
  • Assists the Project Security Coordinator in ensuring the safety and security of project staff and property.
  • Performs administrative functions related to security and follows up with other departments or project staff as required.
  • Coordinates and liaises with the Security Forces , Local Security Authorities, other government agencies and other implementing partners on security matters.
  • Briefs staff members on any security matters relevant to their area of operations.
  • Actively monitors risks and alerts senior managers to risks and recommends measures to mitigate risks.
  • Assist the Project Security Coordinator in assessing security risks and mitigating measures, and recommends steps to achieve secure operations.
  • Performs vetting of potential new hires, vendors, subcontractors, etc. that will be working closely with the team at the project location.
  • Performs risk assessments for potential project sites, staff travel, designated venues, and other areas as required.
  • Prepares and conducts security briefings for newly hired staff, staff traveling outside of the normal duty station, staff meetings, and other events as required.
  • Maintains the files of the Security Department

Position: M and E Officer

Locations: Nganzai and Magumeri

Job Purpose

The Monitoring and Evaluation Officer to support the implementation of the Project in the context of north-eastern Nigeria. The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements. The role’s support is to achieve accountability, transparency and programme quality in project locations. The post holder is to ensure that project activities are in line with the Logical Framework and relevant guidelines.

Dimensions of Role
  • Communicates with the M&E coordinator and across BOWDI, with Donor and field level implementing partners. The post holder will support the establishment of a systematic Monitoring and Evaluation system.
  • The post holder will interface and support programme team members and programme coordination. The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.

Key Roles/Responsibilities

In collaboration with the Field Team, M&E coordinator and other relevant staff, the M&E officer will:

  • Support the development and implementation of program M&E plans to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities
  • Support the development of data flow pattern for project that will ensure timely data collection and reporting
  • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
  • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate.
  • Provide leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
  • Ensure high-quality implementation, in close collaboration with the Field based team, sector Specialists and the M&E Manager, and consistency in protocols, information and reporting system.
  • Lead efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
  • Utilize the training data collected to inform strategic decision-making and project planning.
  • Support targeted evaluations and operations research, including design, data collection, management and analysis.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Support to ensure that relevant data (5Ws, 3Ws and related MIS data) are entered into organization-wide data management system designed to capture, analyse, and disseminate project data.
  • Facilitate M&E capacity-building activities with project staff and implementing partners.

Qualifications and Experience

Bachelor's degree and minimum of 2- year of work experience in monitoring and evaluating humanitarian emergency response programs, with an organisation with a robust M&E component. Prior experience with BOWDI or other partner organization is preferred.

Skills & Knowledge:
  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Strong understanding of M&E, policy and compliance requirements.
  • Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.
  • Familiarity with M&E for GBV and General Protection
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Strong technical skills, including ability to process and analyse data using one or more statistical software packages
  • Proficiency in Microsoft Office packages (Excel/Word document)

Position: Project Assistant

Locations: Nganzai Magumeri

Job Purpose

Project Assistant is a field based position that supports implementation of Food Security component of project. More specifically, assist in the implementation of Nutrition and Food Security project.

Dimensions of Role
  • Assist program officers to ensure program progress according to the developed schedule and work plan.
  • Assist in the coordination of livelihood activities.
  • Support in the process of beneficiary registration, community mobilization and sensitization.
  • Assist in promoting community participation and inclusion as to encourage community ownership over activities implemented.
  • Ensure equal representation of various community groups in the implementation of activities.
  • Assist in the facilitation of community meetings, focus group discussion and other as required by the program.
  • Keep program officers and management updated regards to security situation in the project implementation area.
  • Provide weekly field reports, capturing activities progress, lessons learned as well as general situation and community updates and needs.
  • Document lessons learned and success stories on the project.
  • Adhere to all BOWDI policies and procedures as outlined in BOWDI policies and procedure manuals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to BOWDI and to not jeopardize its humanitarian mission in country of operation.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the BOWDI Code of Conduct.
