Position: Security Manager

Locations: Maiduguri

Job Purpose

Under the direct supervision of the Executive Director, the Security Manager will develop and oversee the implementation of humanitarian access and security management plans in compliance with BOWDI's strategy and in line with humanitarian principles, humanitarian needs, Duty of Care and Gender Equality principles. The post holder will provide expert advice to all BOWDI entities based in Maiduguri, including the Konduga and Nganzai programs, field office, the shared services unit, to identify changes and trends in the humanitarian access and security in Borno and will ensure that adequate and up-to-date Risk Assessment are in place, and known to all staff. The incumbent will work closely with key stakeholders to design, develop and implement high quality Security training and capacity strengthening programs to all staff.

Main Duties
  • Provide technical support to all BOWDI entities and staff based in Borno on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity;
  • Develop, review and update the Security Management Plans for all field locations on a regular basis.
  • Implement operating procedures and contingency plans by working with the Field Safety & Security Officer and all field Security Focal Points
  • Evaluate, review and update the hibernation and evacuation plans for all BOWDI premises in Northeast Nigeria, and ensure that the practical preparations are in place and known to all staff involved;
  • Ensure that accurate, up-to-date security/communications information is available in appropriate local language(s) to all staff based in Borno
  • Manage safety and security incidents pertaining to all BOWDI staff and assets
  • Coordinate the management of security incidents with various heads of BOWDI entities in Borno
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.

Position: M & E Assistant

Locations: Konduga and Nganzai

Job Purpose

Working under the supervision and guidance of the Monitoring & Evaluation (M&E) Officer, the M&E Assistant will be based in the Project Location. The M&E Assistant will work closely with all program staff in the field to implement BOWDI’s M&E commitments, improve program quality through enhanced data management systems and processes. The position will support measurement in the Field Office.The Assistant will support the M&E officer in managing day to day M&E tasks arising in the Field Office and providing technical support to field teams to ensure effective implementation of projects.

Main Duties
  • Assist in routine data collection and entry for various interventions implemented in the field and ensure that complete, accurate, clean and consistent data is shared with the M&E Officer for data analysis and action planning.
  • Ensure proper filing of M&E documents including questionnaires, monitoring reports, datasets among others
  • Participate in regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified
  • Submit to the M&E Officer weekly and monthly updates on M&E activities conducted in the field
  • With support from the M&E Officer, participate capacity building and mentorship activities for field staff in data collection and cleaning
  • Keep the M&E database up to date and help program staff prepare periodic high quality reports
  • Assist program staff during survey planning and implementation especially preparing logistics needed, participating in data collection and cleaning

Position: Nutrition Manager

Locations: Maiduguri

Job Purpose

The Nutrition Manager is responsible for the day to day management of Nutrition activities (IYCF or CMAM) Working closely with the Nutrition Supervisors and other project teams; support in the identification, recruitment and supervision of the activities of Community Nutrition Mobilisers (CNM and Mother Care Groups (MCG)

Main Duties
  • Conduct trainings to build the capacity of CNMs and the community at large
  • Ensure appropriate and consistent education messaging/behaviour change communication (BCC) to mothers and other carers at OTP and IYCF sites in the community
  • Ensure sound and timely data collection based on the existent database systems for ongoing monitoring of Nutrition project activities
  • Ensure that all Nutrition activities are consistent with established best practices according to the standardized protocols, policies and guidelines outlined by the Nigeria Federal Ministry of Health (FMOH) and World Health Organisation (WHO)
  • Conduct regular supportive supervision to all supported health facilities and catchment communities, provide mentoring and technical support and appropriate feedback as needed
  • Work with the nutrition team to ensure the appropriate use of all programme resources under his/her care
  • Ensure a good working relationship with all stakeholders involved in the BOWDI service provision to supported health facilities and catchment communities in Nganzai and Konduga

Position:GFD Officer

Locations: Nganzai

Job Purpose

The Food Distribution Officer will be responsible of supervising, reporting, planning and organizing the processes of food distribution in the assigned LGAs

Main Duties
  • Liase with other project Officers in developing action plans of food distribution and introduce proper alternatives and adjustments of processes in accordance with minimum requirements for food distribution.
  • Train, assign, supervise, and evaluate the work of subordinate staff.
  • Supervise the daily flow of food commodities to programme participants.
  • Supervise the maintaining of sanitary and orderly warehouse and storage facilities.
  • Ensure that all equipment, food, and supplies are available for the assigned period/daily operation/s on the FDP Warehouse.
  • Review, prepare, and submit daily reports as supplies and food delivered.
  • Manage crowd and ensure proper alignment of beneficiaries especially women and those of special needs
  • Ensure the existence of food distribution equipment's
  • Ensure food items are stored in good conditions.
  • Assist the Project Cordinator to manage, train and develop the Distribution Agents and Distribution Assistants
  • Identify direct reports capacity development needs and in consultation with the Project Cordinator
  • Guide direct reports prepare performance plans and appraise them in consultation with Project Cordinator and HR staff.
  • erform other duties as requested by Officers.
Supervisory experience.
  • Fluency in English, Hausa and Kanuri plus any other local languages in northeast Nigeria an advantage.
  • Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally.
  • Able to communicate effectively at all levels within the organisation, including relevant staff working for BOWDI.
  • Computer literate especially micro soft work, excel database and power point. Knowledge of other software an advantage.
  • Willingness and ability to take initiative not only in identifying problems but also in suggesting and implementing solutions.
  • Willingness to stay and work in remote areas as required.

Position: M and E Officer

Job Purpose

The Monitoring and Evaluation Officer to support the implementation of the Project in the context of north-eastern Nigeria. The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project FAD/donor requirements. The role’s support is to achieve accountability, transparency and programme quality in project locations. The post holder is to ensure that project activities are in line with the Logical Framework and relevant guidelines.

Main Duties
  • Communicates with the M&E coordinator and across BOWDI, with Donor and field level implementing partners. The post holder will support the establishment of a systematic Monitoring and Evaluation system.
  • The post holder will interface and support programme team members and programme coordination. The role requires strong facilitation and organisational skills along with the ability to analyse and communicate complex information to all staff, partners and other stakeholders.

Key Roles/Responsibilities

In collaboration with the Field Team, M&E coordinator and other relevant staff, the M&E officer will:

  • Support the development and implementation of program M&E plans to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities
  • Support the development of data flow pattern for project that will ensure timely data collection and reporting
  • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
  • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate.
  • Provide leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
  • Ensure high-quality implementation, in close collaboration with the Field based team, sector Specialists and the M&E Manager, and consistency in protocols, information and reporting system.
  • Lead efforts at project location to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making.
  • Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping.
  • Utilize the training data collected to inform strategic decision-making and project planning.
  • Support targeted evaluations and operations research, including design, data collection, management and analysis.
  • Ensure quality of data through data verification procedures, including routine data quality audits.
  • Support to ensure that relevant data (5Ws, 3Ws and related MIS data) are entered into organization-wide data management system designed to capture, analyse, and disseminate project data.
  • Facilitate M&E capacity-building activities with project staff and implementing partners.

Position: Project Security Assistant

Locations:Nganzai and Konduga

Job Purpose

The Project Security Assistant will support the Project Security Coordinator and assist in ensuring the safety and security of staff and property at project location.

Main Duties
  • Assists the Project Security Coordinator in ensuring the safety and security of project staff and property.
  • Performs administrative functions related to security and follows up with other departments or project staff as required.
  • Coordinates and liaises with the Security Forces , Local Security Authorities, other government agencies and other implementing partners on security matters.
  • Briefs staff members on any security matters relevant to their area of operations.
  • Actively monitors risks and alerts senior managers to risks and recommends measures to mitigate risks.
  • Assist the Project Security Coordinator in assessing security risks and mitigating measures, and recommends steps to achieve secure operations.
  • Performs vetting of potential new hires, vendors, subcontractors, etc. that will be working closely with the team at the project location.
  • Performs risk assessments for potential project sites, staff travel, designated venues, and other areas as required.
  • Prepares and conducts security briefings for newly hired staff, staff traveling outside of the normal duty station, staff meetings, and other events as required.
  • Maintains the files of the Security Department
Skills & Knowledge:
  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and presentation.
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in private, public and NGO sectors.
  • Strong understanding of M&E, policy and compliance requirements.
  • Excellent written and verbal communication skills in English including excellent facilitation skills and demonstrated technical writing skills for publication.
  • Familiarity with M&E for GBV and General Protection
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Strong technical skills, including ability to process and analyse data using one or more statistical software packages
  • Proficiency in Microsoft Office packages (Excel/Word document)

Position: Project Coordinator

Locations: Maiduguri

Job Purpose

The Project Coordinator is responsible for overall managing and leading the projects in all project locations. Ensure activities are implemented according to plans and budgets, donor requirements and that activities are executed in line with acceptable quality standards in ways that are responsive to communities’ needs Integrate community approach, gender sensitivity, and capacity building into all activities as appropriate

Main Duties
  • Coordinate/facilitate and manage the day-to-day implementation of the project activities; particularly the Nutrition and General Food Distribution activities;
  • Ensure that project development and implementation are responsive to communities and partners and consistent with CISP’s relevant program guidelines, principles, values, quality standards and strategic plan.
  • Participate in regional and camp level coordination forums, meetings, networks, and ensure CISP operations are aligned and coordinated with similar efforts of the consortium partners, the government and other humanitarian and development actors;
  • Ensure feedbacks from target communities and stakeholders are regularly collected, documented and timely responded;
  • Provide update on project implementation status to program manager and BOWDI management team,
  • Regularly monitor potential risks, and implementation challenges and, together with all project staffs and consortium members work and other partners towards proactively seeking solutions;
  • Promote experience sharing and cross-learning among the BOWDI team;
  • In collaboration of other relevant officers/experts responsible for compiling monthly, quarterly and terminal reports and action plans of the project as per the government and donor formats;
  • Detailed project planning and monitoring.
  • Taking part in developing various assessments tools, conducting the assessments, analysis, recording and reporting the findings of the assessment to facilitate learning, implementing monitoring and evaluation of the project contributions;
  • Monitoring project progress and performance.
  • Identify, manage and sometime facilitate technical training for government partners, project beneficiaries and project staff.
  • Liaison with, and updates progress to, project stakeholders and senior management.
  • Managing project evaluation and dissemination outcomes.
  • Participate in data collection, concept note and proposal preparation for future development;
  • Perform other additional duties as per the directives of the head office.
